It is the mission of the Parent Child Program to provide inclusive, community based early intervention services in partnership with families of infants and toddlers with developmental disabilities or those with conditions which would put them at risk for delays.

GUIDING PRINCIPLES

  1. Children’s optimal development depends on their being viewed first as children and second as children with a delay or disability.
  2. Children’s greatest resource is their family. A Parent Child Program, Birth to Three teacher’s role is to enhance, not supplant family and community resources.
  3. Parents are the primary teachers for their children and are partners in any activity that serves their children.
  4. Early intervention services are most effective when they take place in the child’s natural environment where learning occurs in the same setting with non-delayed peers engaging in similar experiences.
  5. Comprehensive early intervention services are most effective when professionals work in collaboration as a team.
  6. All services on the IFSP need to be guided by the choices, strengths, and concerns of families. Families are partners with others on the team when deciding the appropriateness of services.

 

Birth to Three Parent Child Program - Eau Claire

The Eau Claire County Department of Human Services provides Birth to 3 services to help children with special needs to reach their full potential. The program works with families of children with those identified needs from birth until the child’s third birthday. Children must be determined eligible for B-3 services. Children must have a 25% delay in development or a diagnosed condition that has been found to result in a delay later (such as Down Syndrome). After determining that eligibility parents choose the services that will meet their child’s needs.

Eau Claire County has a contract with REACH to provide Early Childhood Special Education and Service Coordination for the county. We currently have three Department of Public Instruction (DPI) licensed teachers providing this service.
